為深入貫徹《國務(wu)院辦(ban)公廳關于大(da)力(li)發展裝配(pei)式(shi)(shi)建筑的指(zhi)導意見》(國辦(ban)發〔2016〕71號),大(da)力(li)發展裝配(pei)式(shi)(shi)建筑,經省政府同意,現提出如下實施意見。 一、發展目標 2017年(nian)(nian),全(quan)(quan)(quan)省設(she)區城(cheng)(cheng)市(shi)規劃區內新建(jian)(jian)(jian)(jian)公共租(zu)賃住房(fang)、棚戶區改造(zao)安(an)置住房(fang)等項(xiang)目(mu)全(quan)(quan)(quan)面實施裝(zhuang)(zhuang)配(pei)(pei)式(shi)(shi)建(jian)(jian)(jian)(jian)造(zao),政府投(tou)資(zi)工程(cheng)應使用裝(zhuang)(zhuang)配(pei)(pei)式(shi)(shi)技術進行建(jian)(jian)(jian)(jian)設(she),裝(zhuang)(zhuang)配(pei)(pei)式(shi)(shi)建(jian)(jian)(jian)(jian)筑(zhu)占新建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)面積比(bi)例達到(dao)10%左右;到(dao)2020年(nian)(nian),建(jian)(jian)(jian)(jian)立健全(quan)(quan)(quan)適應裝(zhuang)(zhuang)配(pei)(pei)式(shi)(shi)建(jian)(jian)(jian)(jian)筑(zhu)發展的(de)技術、標準(zhun)和監管體系(xi),濟南、青島市(shi)裝(zhuang)(zhuang)配(pei)(pei)式(shi)(shi)建(jian)(jian)(jian)(jian)筑(zhu)占新建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)比(bi)例達到(dao)30%以(yi)上,其他設(she)區城(cheng)(cheng)市(shi)和縣(市(shi))分別達到(dao)25%、15%以(yi)上;到(dao)2025年(nian)(nian),全(quan)(quan)(quan)省裝(zhuang)(zhuang)配(pei)(pei)式(shi)(shi)建(jian)(jian)(jian)(jian)筑(zhu)占新建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)比(bi)例達到(dao)40%以(yi)上,形成一批以(yi)優勢(shi)企業(ye)為核(he)心、涵蓋全(quan)(quan)(quan)產業(ye)鏈(lian)的(de)裝(zhuang)(zhuang)配(pei)(pei)式(shi)(shi)建(jian)(jian)(jian)(jian)筑(zhu)產業(ye)集群。 二、重點任務 (一)編(bian)(bian)制發(fa)(fa)(fa)(fa)展規劃。編(bian)(bian)制實施《山(shan)東(dong)省裝配(pei)式(shi)(shi)建(jian)(jian)筑(zhu)發(fa)(fa)(fa)(fa)展規劃(2017-2025年)》,大力(li)發(fa)(fa)(fa)(fa)展裝配(pei)式(shi)(shi)混凝(ning)土建(jian)(jian)筑(zhu)和(he)鋼結構(gou)(gou)建(jian)(jian)筑(zhu),在具備條件的地方發(fa)(fa)(fa)(fa)展現代木結構(gou)(gou)建(jian)(jian)筑(zhu),推動建(jian)(jian)設(she)產(chan)業(ye)轉型升級和(he)綠色發(fa)(fa)(fa)(fa)展。各地要盡快(kuai)開展裝配(pei)式(shi)(shi)建(jian)(jian)筑(zhu)專(zhuan)項(xiang)規劃編(bian)(bian)制工作,合理確定總體(ti)發(fa)(fa)(fa)(fa)展目標和(he)技術體(ti)系,明確裝配(pei)式(shi)(shi)建(jian)(jian)筑(zhu)占新建(jian)(jian)建(jian)(jian)筑(zhu)比例、重點實施區域、產(chan)業(ye)布局(ju)及控制性指標。 (二)完善技(ji)術(shu)標(biao)準(zhun)。開(kai)展裝配式(shi)建(jian)(jian)(jian)筑(zhu)結構體(ti)系和(he)(he)預(yu)制(zhi)(zhi)墻板及連接件(jian)、灌漿(jiang)套筒等成套關鍵技(ji)術(shu)產品(pin)研發。及時編(bian)(bian)制(zhi)(zhi)技(ji)術(shu)導(dao)則、技(ji)術(shu)指南和(he)(he)推(tui)廣、限(xian)制(zhi)(zhi)、禁止使(shi)用技(ji)術(shu)產品(pin)目(mu)錄。加快編(bian)(bian)制(zhi)(zhi)裝配式(shi)建(jian)(jian)(jian)筑(zhu)標(biao)準(zhun)規范和(he)(he)標(biao)準(zhun)圖集(ji),制(zhi)(zhi)定裝配式(shi)建(jian)(jian)(jian)筑(zhu)評(ping)價(jia)標(biao)準(zhun)和(he)(he)方法,編(bian)(bian)制(zhi)(zhi)裝配式(shi)建(jian)(jian)(jian)筑(zhu)工(gong)程計價(jia)定額。發揮(hui)各(ge)級裝配式(shi)建(jian)(jian)(jian)筑(zhu)專(zhuan)家委員會作用,開(kai)展技(ji)術(shu)審(shen)查(cha)、評(ping)估(gu)和(he)(he)論證等服務(wu),加快對關鍵專(zhuan)利(li)技(ji)術(shu)、重(zhong)大科技(ji)創新的轉(zhuan)化推(tui)廣,經(jing)技(ji)術(shu)審(shen)查(cha)論證后,可作為(wei)工(gong)程設計、施工(gong)、驗(yan)收(shou)依據。 (三)推行標準化(hua)設(she)(she)計(ji)(ji)(ji)(ji)(ji)。項目策劃定(ding)位、設(she)(she)計(ji)(ji)(ji)(ji)(ji)任務委(wei)托等(deng)階(jie)段,應加(jia)強標準化(hua)功能空間、通(tong)用部品等(deng)技術集成論(lun)證(zheng),明(ming)確裝配式建(jian)(jian)筑(zhu)設(she)(she)計(ji)(ji)(ji)(ji)(ji)要求(qiu)。設(she)(she)計(ji)(ji)(ji)(ji)(ji)單位要提高裝配式建(jian)(jian)筑(zhu)設(she)(she)計(ji)(ji)(ji)(ji)(ji)能力,加(jia)強專業協同,實(shi)行建(jian)(jian)筑(zhu)結構(gou)、機電設(she)(she)備、部品部件、裝配施工(gong)、裝飾(shi)裝修一體化(hua)設(she)(she)計(ji)(ji)(ji)(ji)(ji),推廣模數化(hua)、標準化(hua)設(she)(she)計(ji)(ji)(ji)(ji)(ji)方式,優(you)先選用通(tong)用部品部件。制定(ding)完善裝配式建(jian)(jian)筑(zhu)方案設(she)(she)計(ji)(ji)(ji)(ji)(ji)、技術設(she)(she)計(ji)(ji)(ji)(ji)(ji)、施工(gong)圖設(she)(she)計(ji)(ji)(ji)(ji)(ji)、構(gou)件加(jia)工(gong)圖設(she)(she)計(ji)(ji)(ji)(ji)(ji)深度的(de)規定(ding),開發通(tong)用設(she)(she)計(ji)(ji)(ji)(ji)(ji)軟件,滿足工(gong)廠化(hua)生產、裝配式建(jian)(jian)造(zao)要求(qiu)。 (四)實施工廠化生(sheng)(sheng)產(chan)(chan)。建(jian)(jian)立全省(sheng)統一的(de)部(bu)(bu)(bu)(bu)品(pin)(pin)部(bu)(bu)(bu)(bu)件(jian)數據庫(ku),大力(li)發展裝配式(shi)通(tong)用部(bu)(bu)(bu)(bu)品(pin)(pin)部(bu)(bu)(bu)(bu)件(jian)。引導部(bu)(bu)(bu)(bu)品(pin)(pin)部(bu)(bu)(bu)(bu)件(jian)生(sheng)(sheng)產(chan)(chan)企(qi)業(ye)科(ke)學配置產(chan)(chan)能(neng),完善產(chan)(chan)品(pin)(pin)品(pin)(pin)種和規格(ge),促進專業(ye)化、標準化、規模化、信息化生(sheng)(sheng)產(chan)(chan)。引導設(she)備制(zhi)造企(qi)業(ye)研(yan)發部(bu)(bu)(bu)(bu)品(pin)(pin)部(bu)(bu)(bu)(bu)件(jian)生(sheng)(sheng)產(chan)(chan)裝備,提(ti)高(gao)自動化和柔性加工技(ji)術水平。研(yan)發推廣專用運輸車輛,優化物流管理,合理組織配送(song)。積(ji)極引進建(jian)(jian)筑(zhu)部(bu)(bu)(bu)(bu)品(pin)(pin)龍(long)頭(tou)企(qi)業(ye),支(zhi)持省(sheng)內企(qi)業(ye)開拓省(sheng)外、海外市場。支(zhi)持各地創建(jian)(jian)產(chan)(chan)業(ye)園區,組建(jian)(jian)產(chan)(chan)業(ye)聯盟,提(ti)高(gao)產(chan)(chan)業(ye)聚集度,創建(jian)(jian)一批國(guo)家(jia)和省(sheng)裝配式(shi)建(jian)(jian)筑(zhu)產(chan)(chan)業(ye)基地。 (五)實行(xing)裝配化施工(gong)(gong)(gong)(gong)(gong)。鼓勵(li)施工(gong)(gong)(gong)(gong)(gong)企(qi)業加(jia)快應用裝配式(shi)建筑施工(gong)(gong)(gong)(gong)(gong)技(ji)術(shu),總(zong)結編制施工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)法,研發(fa)施工(gong)(gong)(gong)(gong)(gong)安(an)裝成套技(ji)術(shu)、安(an)全防護和質量檢驗技(ji)術(shu),推(tui)廣(guang)預制構(gou)件吊裝、支(zhi)撐、校正(zheng)等施工(gong)(gong)(gong)(gong)(gong)設備機具,增強裝配施工(gong)(gong)(gong)(gong)(gong)技(ji)能,提高技(ji)術(shu)工(gong)(gong)(gong)(gong)(gong)藝、組織(zhi)管理水平,減少現場(chang)濕作業。創新(xin)施工(gong)(gong)(gong)(gong)(gong)組織(zhi)方式(shi),推(tui)行(xing)綠色(se)施工(gong)(gong)(gong)(gong)(gong),采用結構(gou)工(gong)(gong)(gong)(gong)(gong)程與分(fen)(fen)部分(fen)(fen)項工(gong)(gong)(gong)(gong)(gong)程協(xie)同施工(gong)(gong)(gong)(gong)(gong)新(xin)模式(shi),提升施工(gong)(gong)(gong)(gong)(gong)效(xiao)率,縮短工(gong)(gong)(gong)(gong)(gong)期,降(jiang)低勞動力投入。 (六)推進一體(ti)化(hua)裝(zhuang)(zhuang)修(xiu)。實行裝(zhuang)(zhuang)配式(shi)建筑裝(zhuang)(zhuang)飾裝(zhuang)(zhuang)修(xiu)與主體(ti)結構、機電設備協(xie)同施工,促進整體(ti)衛(wei)浴、廚(chu)房、輕質隔墻、設備管線(xian)等標準化(hua)、集成化(hua)、模塊化(hua)應用,推廣菜單式(shi)全裝(zhuang)(zhuang)修(xiu)。2017年設區城市新建高層(ceng)(ceng)住宅實行全裝(zhuang)(zhuang)修(xiu),2020年新建高層(ceng)(ceng)、小高層(ceng)(ceng)住宅淘汰毛(mao)坯房。 (七(qi))加強信息化管理。裝(zhuang)配(pei)式(shi)建筑(zhu)(zhu)項目應(ying)采用(yong)建筑(zhu)(zhu)信息模型(BIM)等技術,實現(xian)設(she)(she)計、生(sheng)產(chan)、施工(gong)(gong)、運維、管理等建筑(zhu)(zhu)全生(sheng)命周期內各階段(duan)的數據共享(xiang)、協同(tong)應(ying)用(yong)。加大裝(zhuang)配(pei)式(shi)建筑(zhu)(zhu)智(zhi)(zhi)(zhi)能(neng)(neng)控制,推行高精度建筑(zhu)(zhu)變形位移監測、物聯網(wang)、多表(biao)合一遠(yuan)程計量、建筑(zhu)(zhu)能(neng)(neng)耗(hao)監測系統等技術,積極開展智(zhi)(zhi)(zhi)能(neng)(neng)建筑(zhu)(zhu)、智(zhi)(zhi)(zhi)能(neng)(neng)家居、智(zhi)(zhi)(zhi)慧(hui)工(gong)(gong)地、智(zhi)(zhi)(zhi)慧(hui)住區(qu)建設(she)(she),提(ti)高工(gong)(gong)程應(ying)用(yong)智(zhi)(zhi)(zhi)能(neng)(neng)化水(shui)平。 (八(ba))推廣工(gong)(gong)程(cheng)(cheng)(cheng)總(zong)承包(bao)。裝配式(shi)建筑(zhu)項(xiang)目原則上采(cai)(cai)用工(gong)(gong)程(cheng)(cheng)(cheng)總(zong)承包(bao)模式(shi),把項(xiang)目設(she)(she)計、采(cai)(cai)購、施(shi)工(gong)(gong)全(quan)部委(wei)托給(gei)工(gong)(gong)程(cheng)(cheng)(cheng)總(zong)承包(bao)商負責組織實施(shi),培育發展一(yi)批具(ju)有(you)(you)工(gong)(gong)程(cheng)(cheng)(cheng)管(guan)(guan)理、開發、設(she)(she)計、施(shi)工(gong)(gong)、生產、采(cai)(cai)購能力的(de)(de)工(gong)(gong)程(cheng)(cheng)(cheng)總(zong)承包(bao)企業(ye)。積極推行工(gong)(gong)程(cheng)(cheng)(cheng)項(xiang)目管(guan)(guan)理或代(dai)建模式(shi),健全(quan)與裝配式(shi)建筑(zhu)總(zong)承包(bao)相適(shi)應的(de)(de)發包(bao)承包(bao)、施(shi)工(gong)(gong)許可(ke)、分包(bao)管(guan)(guan)理、工(gong)(gong)程(cheng)(cheng)(cheng)造(zao)價、質量安(an)全(quan)監管(guan)(guan)、竣(jun)工(gong)(gong)驗(yan)收等制度。完善(shan)招(zhao)投(tou)(tou)標(biao)制度,裝配式(shi)建筑(zhu)可(ke)按照(zhao)技術復(fu)雜(za)類工(gong)(gong)程(cheng)(cheng)(cheng)項(xiang)目進行招(zhao)投(tou)(tou)標(biao)。對只(zhi)有(you)(you)少數企業(ye)能夠承建的(de)(de)項(xiang)目,按規定可(ke)采(cai)(cai)用邀請招(zhao)標(biao);對需(xu)采(cai)(cai)用不可(ke)替代(dai)的(de)(de)專(zhuan)(zhuan)利或專(zhuan)(zhuan)有(you)(you)技術建造(zao)的(de)(de),按照(zhao)規定可(ke)不進行招(zhao)標(biao)。
