各(ge)(ge)省、自治區、直(zhi)轄市(shi)人民政(zheng)府,國(guo)務院(yuan)各(ge)(ge)部委、各(ge)(ge)直(zhi)屬機構:


  建(jian)(jian)筑(zhu)業(ye)(ye)是國(guo)民(min)經(jing)濟的支柱產業(ye)(ye)。改革開放以(yi)來,我國(guo)建(jian)(jian)筑(zhu)業(ye)(ye)快速發(fa)(fa)展,建(jian)(jian)造能(neng)力不(bu)斷(duan)增強(qiang)(qiang),產業(ye)(ye)規模不(bu)斷(duan)擴大,吸(xi)納(na)了大量農村(cun)轉移勞動(dong)力,帶動(dong)了大量關聯產業(ye)(ye),對經(jing)濟社會發(fa)(fa)展、城(cheng)鄉建(jian)(jian)設和民(min)生改善作(zuo)出了重要貢獻(xian)。但也要看到,建(jian)(jian)筑(zhu)業(ye)(ye)仍然(ran)大而不(bu)強(qiang)(qiang),監管體(ti)制(zhi)機制(zhi)不(bu)健全、工程建(jian)(jian)設組織方式落后(hou)、建(jian)(jian)筑(zhu)設計水平有待(dai)提(ti)(ti)高、質量安全事故時有發(fa)(fa)生、市(shi)場違法違規行為(wei)(wei)較(jiao)多、企業(ye)(ye)核心競爭力不(bu)強(qiang)(qiang)、工人技能(neng)素質偏(pian)低等問題較(jiao)為(wei)(wei)突(tu)出。為(wei)(wei)貫徹落實(shi)《中(zhong)共中(zhong)央 國(guo)務(wu)院關于進一步加(jia)強(qiang)(qiang)城(cheng)市(shi)規劃建(jian)(jian)設管理工作(zuo)的若干(gan)意見》,進一步深化(hua)建(jian)(jian)筑(zhu)業(ye)(ye)“放管服”改革,加(jia)快產業(ye)(ye)升級,促進建(jian)(jian)筑(zhu)業(ye)(ye)持續健康發(fa)(fa)展,為(wei)(wei)新(xin)型城(cheng)鎮(zhen)化(hua)提(ti)(ti)供支撐,經(jing)國(guo)務(wu)院同意,現提(ti)(ti)出以(yi)下意見:


  一、總體要求


  全(quan)面(mian)貫(guan)徹黨的(de)十(shi)八大和(he)十(shi)八屆二中(zhong)、三中(zhong)、四中(zhong)、五中(zhong)、六中(zhong)全(quan)會以及中(zhong)央經濟工作(zuo)(zuo)會議、中(zhong)央城鎮化(hua)工作(zuo)(zuo)會議、中(zhong)央城市工作(zuo)(zuo)會議精神(shen),深(shen)入貫(guan)徹習近平總(zong)書記系列重(zhong)要講話精神(shen)和(he)治國理政新理念新思想新戰略(lve)(lve),認(ren)真落實(shi)黨中(zhong)央、國務院決策(ce)部署,統籌推(tui)進“五位一體”總(zong)體布(bu)局和(he)協(xie)調推(tui)進“四個全(quan)面(mian)”戰略(lve)(lve)布(bu)局,牢(lao)固樹立和(he)貫(guan)徹落實(shi)創新、協(xie)調、綠(lv)色、開(kai)放、共享的(de)發展理念,堅持以推(tui)進供給側(ce)結(jie)構性改(gai)革為主線,按照適用、經濟、安(an)全(quan)、綠(lv)色、美(mei)觀(guan)的(de)要求,深(shen)化(hua)建(jian)(jian)筑業“放管服”改(gai)革,完善監管體制(zhi)機制(zhi),優化(hua)市場環境,提升工程質量安(an)全(quan)水平,強化(hua)隊(dui)伍建(jian)(jian)設(she),增(zeng)強企(qi)業核心競爭力,促進建(jian)(jian)筑業持續健康發展,打造“中(zhong)國建(jian)(jian)造”品牌。


  二、深化建筑業(ye)簡政(zheng)放權(quan)改(gai)革


  (一(yi))優化資(zi)質(zhi)(zhi)資(zi)格管理。進一(yi)步簡化工(gong)程建設企業(ye)(ye)(ye)(ye)(ye)資(zi)質(zhi)(zhi)類(lei)別和等級設置,減少不必要的資(zi)質(zhi)(zhi)認定。選擇部分(fen)地(di)區開展試點,對信用良好、具有(you)相關專業(ye)(ye)(ye)(ye)(ye)技術能力、能夠提供足額擔保(bao)的企業(ye)(ye)(ye)(ye)(ye),在其(qi)資(zi)質(zhi)(zhi)類(lei)別內(nei)放寬承攬業(ye)(ye)(ye)(ye)(ye)務范圍(wei)限制,同時,加快完善信用體系、工(gong)程擔保(bao)及個(ge)人(ren)(ren)(ren)執業(ye)(ye)(ye)(ye)(ye)資(zi)格等相關配套(tao)制度,加強(qiang)(qiang)事中事后監管。強(qiang)(qiang)化個(ge)人(ren)(ren)(ren)執業(ye)(ye)(ye)(ye)(ye)資(zi)格管理,明晰注冊執業(ye)(ye)(ye)(ye)(ye)人(ren)(ren)(ren)員的權利(li)、義務和責(ze)任(ren),加大執業(ye)(ye)(ye)(ye)(ye)責(ze)任(ren)追究力度。有(you)序發(fa)展個(ge)人(ren)(ren)(ren)執業(ye)(ye)(ye)(ye)(ye)事務所(suo),推(tui)動建立個(ge)人(ren)(ren)(ren)執業(ye)(ye)(ye)(ye)(ye)保(bao)險制度。大力推(tui)行(xing)“互(hu)聯網+政務服務”,實行(xing)“一(yi)站式”網上(shang)審批(pi),進一(yi)步提高建筑領域(yu)行(xing)政審批(pi)效率。


  (二)完善招(zhao)(zhao)標(biao)(biao)投(tou)標(biao)(biao)制(zhi)度(du)。加快(kuai)修訂(ding)《工(gong)程(cheng)建(jian)(jian)(jian)設(she)項(xiang)目(mu)招(zhao)(zhao)標(biao)(biao)范(fan)(fan)圍和(he)規(gui)模標(biao)(biao)準規(gui)定》,縮小并嚴格(ge)界定必須進行(xing)招(zhao)(zhao)標(biao)(biao)的(de)工(gong)程(cheng)建(jian)(jian)(jian)設(she)項(xiang)目(mu)范(fan)(fan)圍,放(fang)寬有關規(gui)模標(biao)(biao)準,防止工(gong)程(cheng)建(jian)(jian)(jian)設(she)項(xiang)目(mu)實行(xing)招(zhao)(zhao)標(biao)(biao)“一(yi)刀切”。在民間投(tou)資(zi)的(de)房屋建(jian)(jian)(jian)筑工(gong)程(cheng)中(zhong),探索由建(jian)(jian)(jian)設(she)單(dan)位自主決定發(fa)包方式。將依法(fa)必須招(zhao)(zhao)標(biao)(biao)的(de)工(gong)程(cheng)建(jian)(jian)(jian)設(she)項(xiang)目(mu)納入統一(yi)的(de)公共資(zi)源交(jiao)易平臺,遵(zun)循公平、公正、公開和(he)誠信的(de)原則,規(gui)范(fan)(fan)招(zhao)(zhao)標(biao)(biao)投(tou)標(biao)(biao)行(xing)為。進一(yi)步簡化招(zhao)(zhao)標(biao)(biao)投(tou)標(biao)(biao)程(cheng)序,盡快(kuai)實現招(zhao)(zhao)標(biao)(biao)投(tou)標(biao)(biao)交(jiao)易全過(guo)程(cheng)電子(zi)化,推行(xing)網上異地評(ping)標(biao)(biao)。對依法(fa)通過(guo)競(jing)爭性(xing)談判或(huo)單(dan)一(yi)來(lai)源方式確(que)定供應商的(de)政府(fu)采購工(gong)程(cheng)建(jian)(jian)(jian)設(she)項(xiang)目(mu),符合(he)相應條件(jian)的(de)應當頒(ban)發(fa)施工(gong)許可證。


  三、完善工程建(jian)設組(zu)織模(mo)式


  (三)加(jia)快推行(xing)工(gong)(gong)(gong)程(cheng)總(zong)(zong)承(cheng)包(bao)(bao)(bao)。裝(zhuang)配(pei)式建筑原則上應采用工(gong)(gong)(gong)程(cheng)總(zong)(zong)承(cheng)包(bao)(bao)(bao)模(mo)(mo)式。政府投資工(gong)(gong)(gong)程(cheng)應完善(shan)(shan)建設管(guan)理模(mo)(mo)式,帶(dai)頭推行(xing)工(gong)(gong)(gong)程(cheng)總(zong)(zong)承(cheng)包(bao)(bao)(bao)。加(jia)快完善(shan)(shan)工(gong)(gong)(gong)程(cheng)總(zong)(zong)承(cheng)包(bao)(bao)(bao)相關的(de)(de)招標(biao)投標(biao)、施工(gong)(gong)(gong)許可(ke)、竣工(gong)(gong)(gong)驗收(shou)等制度規定。按照(zhao)總(zong)(zong)承(cheng)包(bao)(bao)(bao)負總(zong)(zong)責的(de)(de)原則,落實工(gong)(gong)(gong)程(cheng)總(zong)(zong)承(cheng)包(bao)(bao)(bao)單位(wei)在工(gong)(gong)(gong)程(cheng)質(zhi)量安全、進(jin)度控制、成(cheng)本管(guan)理等方面的(de)(de)責任。除以暫估價形式包(bao)(bao)(bao)括在工(gong)(gong)(gong)程(cheng)總(zong)(zong)承(cheng)包(bao)(bao)(bao)范(fan)圍內且依法必須進(jin)行(xing)招標(biao)的(de)(de)項目外,工(gong)(gong)(gong)程(cheng)總(zong)(zong)承(cheng)包(bao)(bao)(bao)單位(wei)可(ke)以直(zhi)接發包(bao)(bao)(bao)總(zong)(zong)承(cheng)包(bao)(bao)(bao)合同中涵(han)蓋的(de)(de)其他(ta)專業(ye)業(ye)務。


  (四)培育全過(guo)(guo)程(cheng)(cheng)(cheng)(cheng)工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)咨(zi)詢(xun)。鼓(gu)勵(li)投資(zi)咨(zi)詢(xun)、勘察、設計、監(jian)理(li)、招(zhao)標代理(li)、造價等企業采(cai)取聯合經營、并購重(zhong)組等方式發(fa)(fa)展全過(guo)(guo)程(cheng)(cheng)(cheng)(cheng)工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)咨(zi)詢(xun),培育一批具有國際水平的全過(guo)(guo)程(cheng)(cheng)(cheng)(cheng)工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)咨(zi)詢(xun)企業。制(zhi)定全過(guo)(guo)程(cheng)(cheng)(cheng)(cheng)工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)咨(zi)詢(xun)服(fu)(fu)務技(ji)術標準和合同(tong)范本。政府(fu)投資(zi)工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)應帶頭推行全過(guo)(guo)程(cheng)(cheng)(cheng)(cheng)工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)咨(zi)詢(xun),鼓(gu)勵(li)非(fei)政府(fu)投資(zi)工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)委(wei)托全過(guo)(guo)程(cheng)(cheng)(cheng)(cheng)工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)咨(zi)詢(xun)服(fu)(fu)務。在(zai)民(min)用建(jian)筑(zhu)項目中,充分發(fa)(fa)揮建(jian)筑(zhu)師的主(zhu)導作用,鼓(gu)勵(li)提供全過(guo)(guo)程(cheng)(cheng)(cheng)(cheng)工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)咨(zi)詢(xun)服(fu)(fu)務。


  四、加強工程質量安(an)全管理


  (五)嚴(yan)格(ge)落實(shi)工(gong)(gong)(gong)程(cheng)質(zhi)(zhi)(zhi)量責(ze)(ze)任(ren)(ren)(ren)。全面落實(shi)各方主(zhu)(zhu)體的(de)(de)工(gong)(gong)(gong)程(cheng)質(zhi)(zhi)(zhi)量責(ze)(ze)任(ren)(ren)(ren),特(te)別(bie)要(yao)強化建設(she)單位的(de)(de)首(shou)要(yao)責(ze)(ze)任(ren)(ren)(ren)和(he)勘察、設(she)計、施工(gong)(gong)(gong)單位的(de)(de)主(zhu)(zhu)體責(ze)(ze)任(ren)(ren)(ren)。嚴(yan)格(ge)執行工(gong)(gong)(gong)程(cheng)質(zhi)(zhi)(zhi)量終身責(ze)(ze)任(ren)(ren)(ren)制,在建筑(zhu)物明顯部位設(she)置永(yong)久性標牌,公示(shi)質(zhi)(zhi)(zhi)量責(ze)(ze)任(ren)(ren)(ren)主(zhu)(zhu)體和(he)主(zhu)(zhu)要(yao)責(ze)(ze)任(ren)(ren)(ren)人。對違(wei)反有關(guan)規定、造(zao)成(cheng)工(gong)(gong)(gong)程(cheng)質(zhi)(zhi)(zhi)量事故(gu)(gu)的(de)(de),依(yi)法(fa)(fa)(fa)給(gei)予(yu)責(ze)(ze)任(ren)(ren)(ren)單位停業(ye)整頓、降(jiang)低資(zi)質(zhi)(zhi)(zhi)等(deng)級、吊銷資(zi)質(zhi)(zhi)(zhi)證(zheng)書等(deng)行政(zheng)處罰并通過國家企業(ye)信用(yong)信息公示(shi)系(xi)統予(yu)以公示(shi),給(gei)予(yu)注冊執業(ye)人員(yuan)暫停執業(ye)、吊銷資(zi)格(ge)證(zheng)書、一定時間直至終身不得進(jin)入(ru)行業(ye)等(deng)處罰。對發生工(gong)(gong)(gong)程(cheng)質(zhi)(zhi)(zhi)量事故(gu)(gu)造(zao)成(cheng)損(sun)失的(de)(de),要(yao)依(yi)法(fa)(fa)(fa)追究經濟賠償責(ze)(ze)任(ren)(ren)(ren),情節嚴(yan)重的(de)(de)要(yao)追究有關(guan)單位和(he)人員(yuan)的(de)(de)法(fa)(fa)(fa)律責(ze)(ze)任(ren)(ren)(ren)。參與房地產開發的(de)(de)建筑(zhu)業(ye)企業(ye)應依(yi)法(fa)(fa)(fa)合規經營,提高住宅品質(zhi)(zhi)(zhi)。


  (六(liu))加(jia)(jia)強安(an)(an)(an)全(quan)(quan)生(sheng)產(chan)管(guan)理(li)。全(quan)(quan)面落實安(an)(an)(an)全(quan)(quan)生(sheng)產(chan)責任(ren),加(jia)(jia)強施工現場安(an)(an)(an)全(quan)(quan)防護,特別要強化對深基坑、高支模、起重機械等危險(xian)性(xing)較大(da)的(de)分部分項工程的(de)管(guan)理(li),以及對不(bu)良地(di)質(zhi)地(di)區重大(da)工程項目(mu)的(de)風險(xian)評估或論證。推進(jin)信(xin)(xin)息技術(shu)與安(an)(an)(an)全(quan)(quan)生(sheng)產(chan)深度融(rong)合,加(jia)(jia)快建(jian)(jian)設建(jian)(jian)筑施工安(an)(an)(an)全(quan)(quan)監管(guan)信(xin)(xin)息系統,通過信(xin)(xin)息化手段(duan)加(jia)(jia)強安(an)(an)(an)全(quan)(quan)生(sheng)產(chan)管(guan)理(li)。建(jian)(jian)立健全(quan)(quan)全(quan)(quan)覆蓋、多(duo)層次、經(jing)常性(xing)的(de)安(an)(an)(an)全(quan)(quan)生(sheng)產(chan)培(pei)訓制度,提升從業(ye)人員安(an)(an)(an)全(quan)(quan)素質(zhi)以及各方主體的(de)本質(zhi)安(an)(an)(an)全(quan)(quan)水平。


  (七)全(quan)(quan)面提高監(jian)(jian)管(guan)水平。完善工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)質(zhi)(zhi)量(liang)(liang)(liang)(liang)安(an)(an)全(quan)(quan)法(fa)律(lv)法(fa)規和管(guan)理制度,健(jian)全(quan)(quan)企業負責、政(zheng)府(fu)(fu)監(jian)(jian)管(guan)、社(she)會監(jian)(jian)督的(de)(de)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)質(zhi)(zhi)量(liang)(liang)(liang)(liang)安(an)(an)全(quan)(quan)保障(zhang)(zhang)體系。強(qiang)(qiang)化(hua)政(zheng)府(fu)(fu)對(dui)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)質(zhi)(zhi)量(liang)(liang)(liang)(liang)的(de)(de)監(jian)(jian)管(guan),明確監(jian)(jian)管(guan)范圍,落實監(jian)(jian)管(guan)責任,加大抽查抽測力度,重(zhong)點加強(qiang)(qiang)對(dui)涉及公共安(an)(an)全(quan)(quan)的(de)(de)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)地基基礎、主(zhu)體結構等(deng)(deng)部位和竣工(gong)(gong)(gong)驗收等(deng)(deng)環節的(de)(de)監(jian)(jian)督檢查。加強(qiang)(qiang)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)質(zhi)(zhi)量(liang)(liang)(liang)(liang)監(jian)(jian)督隊伍(wu)建設,監(jian)(jian)督機構履(lv)行(xing)職能所需(xu)經費由同(tong)級財政(zheng)預算全(quan)(quan)額保障(zhang)(zhang)。政(zheng)府(fu)(fu)可采(cai)取(qu)購買服務的(de)(de)方式(shi),委托(tuo)具(ju)備條件的(de)(de)社(she)會力量(liang)(liang)(liang)(liang)進行(xing)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)質(zhi)(zhi)量(liang)(liang)(liang)(liang)監(jian)(jian)督檢查。推進工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)質(zhi)(zhi)量(liang)(liang)(liang)(liang)安(an)(an)全(quan)(quan)標準化(hua)管(guan)理,督促各方主(zhu)體健(jian)全(quan)(quan)質(zhi)(zhi)量(liang)(liang)(liang)(liang)安(an)(an)全(quan)(quan)管(guan)控(kong)機制。強(qiang)(qiang)化(hua)對(dui)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)監(jian)(jian)理的(de)(de)監(jian)(jian)管(guan),選擇部分地區(qu)開展(zhan)監(jian)(jian)理單位向政(zheng)府(fu)(fu)報(bao)告質(zhi)(zhi)量(liang)(liang)(liang)(liang)監(jian)(jian)理情況(kuang)的(de)(de)試點。加強(qiang)(qiang)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)質(zhi)(zhi)量(liang)(liang)(liang)(liang)檢測機構管(guan)理,嚴(yan)厲打擊出具(ju)虛假(jia)報(bao)告等(deng)(deng)行(xing)為。推動發展(zhan)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)質(zhi)(zhi)量(liang)(liang)(liang)(liang)保險。


  五、優化建筑市場(chang)環境(jing)


  (八)建(jian)立統一開放市場。打破區域市場準入壁(bi)壘,取消各(ge)地區、各(ge)行(xing)業(ye)在法律、行(xing)政法規和(he)國務(wu)院(yuan)規定外對(dui)建(jian)筑業(ye)企(qi)業(ye)設置的不(bu)合理準入條件;嚴禁(jin)擅(shan)自設立或變相設立審批、備案事項,為(wei)建(jian)筑業(ye)企(qi)業(ye)提供公(gong)平市場環境。完善全國建(jian)筑市場監管(guan)公(gong)共服務(wu)平臺(tai)(tai),加快實(shi)現與全國信用信息共享平臺(tai)(tai)和(he)國家(jia)企(qi)業(ye)信用信息公(gong)示系統的數據(ju)共享交(jiao)換。建(jian)立建(jian)筑市場主體黑名單(dan)制度,依(yi)法依(yi)規全面公(gong)開企(qi)業(ye)和(he)個人信用記(ji)錄,接(jie)受(shou)社會監督。


  (九)加強承(cheng)包(bao)(bao)(bao)履約(yue)管理。引導承(cheng)包(bao)(bao)(bao)企業以銀(yin)行保(bao)(bao)函或擔(dan)保(bao)(bao)公司(si)保(bao)(bao)函的(de)形式,向建設單位提(ti)供(gong)履約(yue)擔(dan)保(bao)(bao)。對(dui)采用(yong)常規通(tong)用(yong)技術標(biao)準的(de)政(zheng)府(fu)投資工程,在(zai)原(yuan)則(ze)上實行最低價(jia)(jia)中標(biao)的(de)同時(shi),有(you)效發(fa)揮履約(yue)擔(dan)保(bao)(bao)的(de)作用(yong),防(fang)止惡(e)意低價(jia)(jia)中標(biao),確(que)保(bao)(bao)工程投資不超預算(suan)。嚴厲查處轉包(bao)(bao)(bao)和違(wei)法(fa)分包(bao)(bao)(bao)等行為。完善(shan)工程量清(qing)單計(ji)價(jia)(jia)體系(xi)和工程造(zao)價(jia)(jia)信息發(fa)布機(ji)制(zhi)(zhi),形成統一的(de)工程造(zao)價(jia)(jia)計(ji)價(jia)(jia)規則(ze),合理確(que)定和有(you)效控(kong)制(zhi)(zhi)工程造(zao)價(jia)(jia)。


  (十)規(gui)范工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)價款結(jie)(jie)算(suan)。審計(ji)機關應(ying)依法(fa)加強對以政府投資為主(zhu)的公共工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)建設項目(mu)的審計(ji)監督,建設單位(wei)不(bu)得(de)(de)將未(wei)完成(cheng)審計(ji)作(zuo)為延期工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)結(jie)(jie)算(suan)、拖(tuo)欠工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)款的理(li)由。未(wei)完成(cheng)竣工(gong)(gong)(gong)(gong)(gong)(gong)結(jie)(jie)算(suan)的項目(mu),有關部門不(bu)予辦(ban)理(li)產權登記。對長期拖(tuo)欠工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)款的單位(wei)不(bu)得(de)(de)批準(zhun)新項目(mu)開工(gong)(gong)(gong)(gong)(gong)(gong)。嚴格執行工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)預付款制度(du),及(ji)時按合同(tong)約(yue)定足額向承包單位(wei)支付預付款。通過工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)款支付擔保(bao)等經濟(ji)、法(fa)律(lv)手段約(yue)束建設單位(wei)履約(yue)行為,預防拖(tuo)欠工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)款。


  六、提高(gao)從(cong)業(ye)人員素質


  (十一(yi))加快培養建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)人(ren)(ren)才。積極培育(yu)既(ji)有國際(ji)視野(ye)又有民族(zu)自信的(de)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)師隊伍。加快培養熟悉國際(ji)規則的(de)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)業(ye)(ye)(ye)高(gao)級管理人(ren)(ren)才。大(da)力推(tui)進校企合作,培養建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)業(ye)(ye)(ye)專業(ye)(ye)(ye)人(ren)(ren)才。加強工(gong)(gong)程(cheng)現(xian)(xian)場管理人(ren)(ren)員和(he)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)工(gong)(gong)人(ren)(ren)的(de)教育(yu)培訓。健全建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)業(ye)(ye)(ye)職業(ye)(ye)(ye)技(ji)能(neng)標(biao)準(zhun)體系,全面(mian)實施建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)業(ye)(ye)(ye)技(ji)術工(gong)(gong)人(ren)(ren)職業(ye)(ye)(ye)技(ji)能(neng)鑒定制(zhi)度。發(fa)展(zhan)一(yi)批建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)工(gong)(gong)人(ren)(ren)技(ji)能(neng)鑒定機構,開展(zhan)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)工(gong)(gong)人(ren)(ren)技(ji)能(neng)評價工(gong)(gong)作。通過制(zhi)定施工(gong)(gong)現(xian)(xian)場技(ji)能(neng)工(gong)(gong)人(ren)(ren)基本配(pei)備標(biao)準(zhun)、發(fa)布各個(ge)技(ji)能(neng)等級和(he)工(gong)(gong)種的(de)人(ren)(ren)工(gong)(gong)成本信息等方式,引導(dao)企業(ye)(ye)(ye)將(jiang)工(gong)(gong)資(zi)分配(pei)向關鍵技(ji)術技(ji)能(neng)崗位傾斜。大(da)力弘揚工(gong)(gong)匠精神,培養高(gao)素質(zhi)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)工(gong)(gong)人(ren)(ren),到(dao)2020年(nian)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)業(ye)(ye)(ye)中級工(gong)(gong)技(ji)能(neng)水平以(yi)上(shang)的(de)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)工(gong)(gong)人(ren)(ren)數量(liang)達到(dao)300萬,2025年(nian)達到(dao)1000萬。


  (十二)改革建(jian)(jian)筑(zhu)用工(gong)制(zhi)度。推動建(jian)(jian)筑(zhu)業(ye)(ye)(ye)勞務(wu)企業(ye)(ye)(ye)轉型,大力發展木工(gong)、電工(gong)、砌筑(zhu)、鋼(gang)筋制(zhi)作(zuo)等以(yi)作(zuo)業(ye)(ye)(ye)為(wei)主(zhu)的(de)專(zhuan)業(ye)(ye)(ye)企業(ye)(ye)(ye)。以(yi)專(zhuan)業(ye)(ye)(ye)企業(ye)(ye)(ye)為(wei)建(jian)(jian)筑(zhu)工(gong)人(ren)的(de)主(zhu)要(yao)載(zai)體,逐(zhu)步實(shi)現建(jian)(jian)筑(zhu)工(gong)人(ren)公司化(hua)、專(zhuan)業(ye)(ye)(ye)化(hua)管(guan)理。鼓勵(li)現有(you)專(zhuan)業(ye)(ye)(ye)企業(ye)(ye)(ye)進一(yi)步做專(zhuan)做精,增(zeng)強競爭力,推動形成一(yi)批以(yi)作(zuo)業(ye)(ye)(ye)為(wei)主(zhu)的(de)建(jian)(jian)筑(zhu)業(ye)(ye)(ye)專(zhuan)業(ye)(ye)(ye)企業(ye)(ye)(ye)。促進建(jian)(jian)筑(zhu)業(ye)(ye)(ye)農民(min)工(gong)向技(ji)術(shu)工(gong)人(ren)轉型,著力穩(wen)定和擴大建(jian)(jian)筑(zhu)業(ye)(ye)(ye)農民(min)工(gong)就業(ye)(ye)(ye)創業(ye)(ye)(ye)。建(jian)(jian)立全(quan)國建(jian)(jian)筑(zhu)工(gong)人(ren)管(guan)理服務(wu)信息(xi)平(ping)臺(tai),開(kai)展建(jian)(jian)筑(zhu)工(gong)人(ren)實(shi)名制(zhi)管(guan)理,記(ji)錄(lu)(lu)建(jian)(jian)筑(zhu)工(gong)人(ren)的(de)身份信息(xi)、培訓情況、職業(ye)(ye)(ye)技(ji)能、從業(ye)(ye)(ye)記(ji)錄(lu)(lu)等信息(xi),逐(zhu)步實(shi)現全(quan)覆蓋。


  (十三)保(bao)(bao)護工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)人(ren)(ren)合(he)(he)法(fa)權益。全(quan)(quan)面落實勞動(dong)合(he)(he)同制(zhi)(zhi)度(du),加大監察力度(du),督促施(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)單位與(yu)招用的(de)(de)建(jian)(jian)筑(zhu)(zhu)(zhu)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)人(ren)(ren)依法(fa)簽訂勞動(dong)合(he)(he)同,到2020年(nian)基本實現(xian)勞動(dong)合(he)(he)同全(quan)(quan)覆蓋。健全(quan)(quan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)資支付(fu)(fu)保(bao)(bao)障(zhang)制(zhi)(zhi)度(du),按照誰(shui)用工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)誰(shui)負責和(he)總承包(bao)負總責的(de)(de)原則,落實企(qi)業工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)資支付(fu)(fu)責任(ren),依法(fa)按月足額發放(fang)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)人(ren)(ren)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)資。將存(cun)在拖欠(qian)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)資行為的(de)(de)企(qi)業列入黑(hei)名單,對其采取限制(zhi)(zhi)市場準入等(deng)懲(cheng)戒措施(shi),情節嚴重的(de)(de)降低資質等(deng)級。建(jian)(jian)立健全(quan)(quan)與(yu)建(jian)(jian)筑(zhu)(zhu)(zhu)業相(xiang)適應(ying)的(de)(de)社會保(bao)(bao)險參(can)保(bao)(bao)繳(jiao)費方式(shi),大力推(tui)進建(jian)(jian)筑(zhu)(zhu)(zhu)施(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)單位參(can)加工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)傷保(bao)(bao)險。施(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)單位應(ying)履行社會責任(ren),不斷改善建(jian)(jian)筑(zhu)(zhu)(zhu)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)人(ren)(ren)的(de)(de)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)作環境,提(ti)升職業健康水平(ping),促進建(jian)(jian)筑(zhu)(zhu)(zhu)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)人(ren)(ren)穩定就(jiu)業。


  七、推進建筑(zhu)產業現(xian)代化


  (十四)推廣智能(neng)和裝配式(shi)建(jian)(jian)筑(zhu)(zhu)。堅(jian)持(chi)標(biao)準化(hua)(hua)(hua)設計(ji)、工廠化(hua)(hua)(hua)生(sheng)產(chan)、裝配化(hua)(hua)(hua)施工、一體化(hua)(hua)(hua)裝修、信息化(hua)(hua)(hua)管(guan)理(li)、智能(neng)化(hua)(hua)(hua)應用(yong)(yong),推動建(jian)(jian)造方式(shi)創新(xin),大力(li)發展(zhan)裝配式(shi)混(hun)凝土和鋼結(jie)(jie)構建(jian)(jian)筑(zhu)(zhu),在具備條件的地(di)方倡導發展(zhan)現代(dai)木(mu)結(jie)(jie)構建(jian)(jian)筑(zhu)(zhu),不斷提高裝配式(shi)建(jian)(jian)筑(zhu)(zhu)在新(xin)建(jian)(jian)建(jian)(jian)筑(zhu)(zhu)中的比例。力(li)爭用(yong)(yong)10年左(zuo)右的時(shi)間,使裝配式(shi)建(jian)(jian)筑(zhu)(zhu)占新(xin)建(jian)(jian)建(jian)(jian)筑(zhu)(zhu)面(mian)積(ji)的比例達到30%。在新(xin)建(jian)(jian)建(jian)(jian)筑(zhu)(zhu)和既有建(jian)(jian)筑(zhu)(zhu)改(gai)造中推廣普及智能(neng)化(hua)(hua)(hua)應用(yong)(yong),完善智能(neng)化(hua)(hua)(hua)系統運行(xing)維護機制,實現建(jian)(jian)筑(zhu)(zhu)舒適安全、節能(neng)高效。


  (十五(wu))提升(sheng)建(jian)筑(zhu)(zhu)(zhu)設(she)(she)計(ji)(ji)(ji)水平。建(jian)筑(zhu)(zhu)(zhu)設(she)(she)計(ji)(ji)(ji)應體現(xian)地域特征(zheng)、民(min)族特點(dian)和(he)時代風貌,突出建(jian)筑(zhu)(zhu)(zhu)使用功(gong)能及節能、節水、節地、節材和(he)環保等(deng)要求,提供功(gong)能適(shi)用、經(jing)濟合理、安全可(ke)靠、技術(shu)先進(jin)、環境協調的(de)建(jian)筑(zhu)(zhu)(zhu)設(she)(she)計(ji)(ji)(ji)產品(pin)。健全適(shi)應建(jian)筑(zhu)(zhu)(zhu)設(she)(she)計(ji)(ji)(ji)特點(dian)的(de)招標(biao)投標(biao)制度,推行(xing)設(she)(she)計(ji)(ji)(ji)團隊招標(biao)、設(she)(she)計(ji)(ji)(ji)方(fang)案招標(biao)等(deng)方(fang)式。促進(jin)國(guo)內(nei)外建(jian)筑(zhu)(zhu)(zhu)設(she)(she)計(ji)(ji)(ji)企業公平競(jing)爭,培育有國(guo)際競(jing)爭力(li)的(de)建(jian)筑(zhu)(zhu)(zhu)設(she)(she)計(ji)(ji)(ji)隊伍。倡導開展建(jian)筑(zhu)(zhu)(zhu)評(ping)論,促進(jin)建(jian)筑(zhu)(zhu)(zhu)設(she)(she)計(ji)(ji)(ji)理念(nian)的(de)融合和(he)升(sheng)華(hua)。


  (十(shi)六(liu))加強技術研發(fa)應(ying)用。加快先進(jin)建造設(she)備(bei)、智(zhi)能設(she)備(bei)的研發(fa)、制造和推廣(guang)應(ying)用,提(ti)(ti)升(sheng)各類施工(gong)(gong)機具的性能和效(xiao)率(lv),提(ti)(ti)高機械化施工(gong)(gong)程(cheng)度。限制和淘汰落后、危險工(gong)(gong)藝工(gong)(gong)法(fa),保障生產施工(gong)(gong)安(an)全(quan)(quan)。積極支持建筑業(ye)科(ke)(ke)研工(gong)(gong)作,大幅提(ti)(ti)高技術創(chuang)新對產業(ye)發(fa)展的貢獻率(lv)。加快推進(jin)建筑信息模(mo)型(xing)(BIM)技術在規(gui)劃、勘察、設(she)計、施工(gong)(gong)和運營維護全(quan)(quan)過程(cheng)的集成應(ying)用,實現工(gong)(gong)程(cheng)建設(she)項目(mu)全(quan)(quan)生命周期數據共享和信息化管理(li),為(wei)項目(mu)方案優化和科(ke)(ke)學(xue)決策(ce)提(ti)(ti)供依據,促(cu)進(jin)建筑業(ye)提(ti)(ti)質增效(xiao)。


  (十七)完(wan)善工程建設標(biao)(biao)(biao)準(zhun)(zhun)。整(zheng)合(he)精簡(jian)強(qiang)(qiang)(qiang)制(zhi)性標(biao)(biao)(biao)準(zhun)(zhun),適度提高安全、質量(liang)、性能(neng)、健康、節(jie)能(neng)等強(qiang)(qiang)(qiang)制(zhi)性指標(biao)(biao)(biao)要(yao)求,逐步提高標(biao)(biao)(biao)準(zhun)(zhun)水平。積極培(pei)育團體(ti)標(biao)(biao)(biao)準(zhun)(zhun),鼓勵(li)具備相應(ying)能(neng)力的(de)行業(ye)協會(hui)、產業(ye)聯(lian)盟等主體(ti)共同(tong)制(zhi)定(ding)滿足市(shi)場和創(chuang)新需要(yao)的(de)標(biao)(biao)(biao)準(zhun)(zhun),建立強(qiang)(qiang)(qiang)制(zhi)性標(biao)(biao)(biao)準(zhun)(zhun)與(yu)團體(ti)標(biao)(biao)(biao)準(zhun)(zhun)相結(jie)合(he)的(de)標(biao)(biao)(biao)準(zhun)(zhun)供給體(ti)制(zhi),增(zeng)加(jia)標(biao)(biao)(biao)準(zhun)(zhun)有效供給。及(ji)時(shi)開展標(biao)(biao)(biao)準(zhun)(zhun)復(fu)審,加(jia)快標(biao)(biao)(biao)準(zhun)(zhun)修訂,提高標(biao)(biao)(biao)準(zhun)(zhun)的(de)時(shi)效性。加(jia)強(qiang)(qiang)(qiang)科技(ji)(ji)研發與(yu)標(biao)(biao)(biao)準(zhun)(zhun)制(zhi)定(ding)的(de)信息溝通(tong),建立全國工程建設標(biao)(biao)(biao)準(zhun)(zhun)專家委員會(hui),為工程建設標(biao)(biao)(biao)準(zhun)(zhun)化工作提供技(ji)(ji)術支(zhi)撐,提高標(biao)(biao)(biao)準(zhun)(zhun)的(de)質量(liang)和水平。


  八、加快(kuai)建筑業企業“走出去”


  (十八(ba))加(jia)強中(zhong)(zhong)外(wai)(wai)標(biao)(biao)(biao)(biao)(biao)準(zhun)銜(xian)接。積(ji)極開展中(zhong)(zhong)外(wai)(wai)標(biao)(biao)(biao)(biao)(biao)準(zhun)對比研究(jiu),適應國(guo)際通行的(de)標(biao)(biao)(biao)(biao)(biao)準(zhun)內容結構(gou)、要素指(zhi)標(biao)(biao)(biao)(biao)(biao)和相關術語,縮小中(zhong)(zhong)國(guo)標(biao)(biao)(biao)(biao)(biao)準(zhun)與國(guo)外(wai)(wai)先(xian)進標(biao)(biao)(biao)(biao)(biao)準(zhun)的(de)技(ji)術差距。加(jia)大中(zhong)(zhong)國(guo)標(biao)(biao)(biao)(biao)(biao)準(zhun)外(wai)(wai)文(wen)版(ban)翻譯和宣傳(chuan)推廣力度,以“一帶(dai)一路”戰略為引領(ling),優先(xian)在對外(wai)(wai)投資、技(ji)術輸出和援建工程(cheng)項目中(zhong)(zhong)推廣應用(yong)。積(ji)極參加(jia)國(guo)際標(biao)(biao)(biao)(biao)(biao)準(zhun)認證、交流等(deng)活動,開展工程(cheng)技(ji)術標(biao)(biao)(biao)(biao)(biao)準(zhun)的(de)雙(shuang)邊合作。到(dao)2025年,實現工程(cheng)建設(she)國(guo)家標(biao)(biao)(biao)(biao)(biao)準(zhun)全部有外(wai)(wai)文(wen)版(ban)。


  (十九)提高對(dui)(dui)(dui)外承包能力。統籌協調建(jian)(jian)筑(zhu)業(ye)(ye)“走出去”,充分發(fa)揮我(wo)國(guo)(guo)(guo)建(jian)(jian)筑(zhu)業(ye)(ye)企業(ye)(ye)在(zai)高鐵、公路、電力、港口、機場、油氣長輸(shu)管(guan)道(dao)、高層建(jian)(jian)筑(zhu)等工(gong)(gong)程建(jian)(jian)設(she)方面(mian)的(de)比較優勢,有(you)目(mu)標(biao)、有(you)重點、有(you)組(zu)織地對(dui)(dui)(dui)外承包工(gong)(gong)程,參與(yu)“一帶一路”建(jian)(jian)設(she)。建(jian)(jian)筑(zhu)業(ye)(ye)企業(ye)(ye)要加(jia)大對(dui)(dui)(dui)國(guo)(guo)(guo)際標(biao)準的(de)研究力度,積極適應(ying)國(guo)(guo)(guo)際標(biao)準,加(jia)強對(dui)(dui)(dui)外承包工(gong)(gong)程質量、履約(yue)等方面(mian)管(guan)理(li),在(zai)援外住房等民生項(xiang)目(mu)中發(fa)揮積極作(zuo)用。鼓勵大企業(ye)(ye)帶動中小企業(ye)(ye)、沿(yan)海沿(yan)邊地區企業(ye)(ye)合(he)作(zuo)“出海”,積極有(you)序開(kai)拓(tuo)國(guo)(guo)(guo)際市場,避免惡性競爭。引導對(dui)(dui)(dui)外承包工(gong)(gong)程企業(ye)(ye)向項(xiang)目(mu)融資(zi)、設(she)計(ji)咨詢、后續運營維(wei)護管(guan)理(li)等高附(fu)加(jia)值的(de)領域有(you)序拓(tuo)展。推動企業(ye)(ye)提高屬地化經營水平(ping),實現與(yu)所(suo)在(zai)國(guo)(guo)(guo)家和地區互利共贏。


  (二十)加(jia)大政策扶持力度。加(jia)強建(jian)筑(zhu)業(ye)“走出(chu)去”相關主管(guan)部門間(jian)的(de)(de)(de)溝通協(xie)(xie)調和(he)信(xin)息共(gong)享。到2025年,與大部分“一(yi)帶一(yi)路(lu)”沿線國家和(he)地區簽訂雙(shuang)邊(bian)工程建(jian)設合作備忘錄,同時爭取在(zai)雙(shuang)邊(bian)自貿(mao)協(xie)(xie)定中納入相關內(nei)容(rong),推(tui)進建(jian)設領域執業(ye)資(zi)格國際(ji)互認。綜合發揮各(ge)類(lei)金(jin)融工具的(de)(de)(de)作用,重點(dian)支持對(dui)外經濟合作中建(jian)筑(zhu)領域的(de)(de)(de)重大戰略項(xiang)目。借鑒(jian)國際(ji)通行(xing)的(de)(de)(de)項(xiang)目融資(zi)模式,按照風險可控、商業(ye)可持續原(yuan)則,加(jia)大對(dui)建(jian)筑(zhu)業(ye)“走出(chu)去”的(de)(de)(de)金(jin)融支持力度。


  各(ge)地(di)區(qu)、各(ge)部門要高(gao)度重(zhong)視深(shen)化建筑業(ye)(ye)改革(ge)(ge)工作(zuo),健全工作(zuo)機制,明確任(ren)務分(fen)工,及時研(yan)究解決建筑業(ye)(ye)改革(ge)(ge)發(fa)展中的重(zhong)大問題,完(wan)善相(xiang)(xiang)關(guan)政(zheng)策,確保按期完(wan)成各(ge)項(xiang)改革(ge)(ge)任(ren)務。加快推動修(xiu)訂建筑法、招標投標法等(deng)法律,完(wan)善相(xiang)(xiang)關(guan)法律法規。充分(fen)發(fa)揮協會商(shang)會熟悉行業(ye)(ye)、貼近企(qi)業(ye)(ye)的優勢,及時反映企(qi)業(ye)(ye)訴求,反饋政(zheng)策落實情況,發(fa)揮好規范行業(ye)(ye)秩序、建立從業(ye)(ye)人(ren)員行為準則、促(cu)進企(qi)業(ye)(ye)誠(cheng)信經營等(deng)方面的自(zi)律作(zuo)用。
